What counts as a personal item?

A personal item is the smaller bag that must fit under the seat in front of you — a backpack, laptop bag, handbag, or underseat duffel. Published limits typically range from 40 x 30 x 20 cm up to about 45 x 36 x 25 cm.

On most low-cost carriers it is the only bag included with a basic fare, which makes its exact dimensions the difference between boarding free and paying a gate fee.

There is no universal size — each airline publishes its own underseat limit, most falling between 40 x 30 x 20 cm and 45 x 36 x 25 cm. The table above shows current published limits for popular airlines.

Yes — any bag type qualifies as long as it fits the published dimensions when packed. A soft backpack that bulges past the limit counts as oversized at the sizer.

On most airlines an underseat bag is included with every fare, but a few basic tickets exclude even that. The fare column in the table shows which fare each limit applies to.

The personal item goes under the seat; the carry-on is bigger and goes in the overhead bin. On low-cost carriers the personal item is usually free while the overhead carry-on is often a paid extra.
